Sounds like Jackson, MS is going to go down in history like Eureka City.
My experience is that state capital cities are always first in line when it comes to writing legislative budgets. And the farther away you are from the capital, the more the voters get shorted.
So for Jackson to fail this badly says that graft & corruption are way above average levels.
