It said he is seeking relief to which he isn’t entitled by making the request in a court in Florida "that is statutorily precluded from hearing the matter."

They want the case in DC before a DC jury. We know what they're up to. But I think the FL District Judge denies transfer because the incident occurred at the FL home of a FL resident and involves violation of constitutional rights.
