So the Virginia General Assembly, while under democrat control, passed a law making Virginia subject to the rules made by an unelected board 3000 miles away that is appointed by the governor of another state. How is such an abrogation of state constitutional duty even possible?

A citizens initiative Mandating all public employee’s and any other person receiving any taxpayer funds from using, owning or possessing ANY item powered by an Internal Combustion Engine, with Severe Criminal Penalties and allows for any Citizen to Sue for damages in the amount of $100,000 per item or occurrence.. in perpetuity
