I would offer the observation that he’s done enough drugs to have permanent psychosis, where things are 50-50 on reality and delusionary.
While most people want ‘justice’, his behavior is why you (the judge) usually have a mental eval, and sign the party to a permanent seat in some mental facility.
He’s at this point because society accepted open use of drugs and just kept looking the other way...thinking things would work out in the end. There’s a reason why opium dens were shut down a hundred years ago.
However he got to where he is, we’d all be better off if they placed him under a prison instead of in one.

Forget about the “mental facility.” I think it was Aristotle who once said that anyone who commits a serious crime and then tries to avoid punishment by claiming mental impairment due to drug or alcohol use should be executed — because voluntarily impairing one’s ability to think and act like a rational human being is worse than murder.
