It was NOT part of Russia. Ukraine was a SEPARATE country from Russia. Stalin held up Yalta over this question jackass. Same with Belarus. Russia ceded Crimea to Ukraine in 54. When they ceded it, they abandoned it.
How do you imagine Turkey taking it from the USSR?:)
