Putin and Macron agree IAEA mission to Ukraine nuclear plant
The Financial Times (UK) ^ | August 19th, 2022 | Victor Mallet in Paris, Roman Olearchyk in Kyiv and Felicia Schwartz in Washington

Russian president Vladimir Putin and France’s Emmanuel Macron have agreed to push ahead with an urgent safety mission by the International Atomic Energy Agency (IAEA) to the Zaporizhzhia nuclear plant in Ukraine, Europe’s largest, which both sides in the war say is at risk from the fighting around it.

A senior French official said Putin had agreed in a call with Macron on Friday that the IAEA inspectors could visit from Ukrainian-held territory — as demanded by Kyiv — and would not be obliged to access the power station from the zone invaded and controlled by Russian forces, although the Kremlin did not confirm this.

“The president of the Russian Federation told the French president that he agreed with the deployment of this mission in the terms discussed,” the Élysée Palace said in an official statement. “The two presidents will talk again in the coming days on this matter after technical experts have discussed it and before the deployment of the mission.”

The mission, which the French official said needed to happen “very quickly”, will also require at least a temporary ceasefire for the inspectors to see the site and make their recommendations for ensuring nuclear safety, according to the French official.

“It’s not easy to negotiate a proper ceasefire, but there must be assurances that the IAEA mission can take place in secure conditions, which means the cessation of combat for at least the duration of the visit,” the French official said.

Ukraine has been blaming Russsia for shelling this nuke plant for weeks. A plant that Russia has occupied since march, and has substantial military resources at.

And stupid people have been believing Ukraine.

And stupid people have been believing Ukraine.

And remind me again why the Russians are at Zaporizhzhia in the first place?

“And remind me again why the Russians are at Zaporizhzhia in the first place? “

They built it.

And every city, road, electric line and phone system in the country. Every dam. Every dock.

It’s theirs. It will always be theirs.

Russia’s not shelling the nuke plant - why would he jeprodize his own men who control it. But you can be certain Zelensky would in order to create another crisis.

The only long-term solution to the Uke-Rus problem is to deport all Ukrainians and most eastern Russians back to Sweden where they originally invaded from...

Damned Swedish Vikings were always troublemakers...
Although it would have been nice if they had been successful in taking Constantinople from the ragheads as well...

It’s a very dangerous situation. Russia views NATO in Ukraine as an existential crisis. They have made it clear Russian existence must be guaranteed or they will be compelled to use all weapons at their disposal to ensure Russia survival — and that includes nuclear weapons.

Ukraine faces its own existential crisis. Russia is not being stopped and the West have made it clear they will not send troops to try to stop Russia. Every Russia success on the battlefield and territorial advance elevates threat to certainly the Ukraine gov’t and possibly to Ukraine as a separate entity — because of the incremental annexation risk.

And so, with Ukraine facing an existential crisis, Zelensky must necessarily be willing to do what the Russians are willing to do. In this case that would be create a nuclear catastrophe that contaminates at least 1/3 of Europe. Of course he must do this. It’s not immoral. Nor is Russian threat of nuclear weapons immoral.

When existence is at risk, any actions at all must be taken. This is a very dangerous situation.

The CIA will blowup the reactor and make it look like the Russians did it.

Russia’s not shelling the nuke plant - why would he jeprodize his own men who control it.

The issue isn't who's shelling the area AROUND the plant, or who's shelling FROM the plant. The plant's built to withstand a direct strike from a fully fueled Jumbo Jet crashing nose down on top of it. Short of a catastrophic cock-up by the Russians, there's not much to be worried about. The Ukes are being reckless, but they know even a stray rocket isn't likely to do any serious damage. The issue is, what are the Russians doing INSIDE the plant, who's ordering what, and do they know what they're doing.

For that reason, you don't need to play ten dimensional chess to answer the question. The answers are pretty obvious actually.

1. Putin is not micromanaging. He is bunkered in good and proper, and has a thing called a Chain of Command for dealing with the day-to-day stuff. Besides, even if Putin did have 1000 men there controlling it, it's not like he knows them all personally. Did he get on the phone to the commanders when the Moskva was hit, telling them to pull out all the stops to rescue the men? Course not! It was all hands on Operation Cover-Up. Someone below him in the chain of command had the job of ordering the other ships to bugger off out of Ukrainian range and leave the crew to their fate..

2. Given what we saw happening at Chernobyl it's far more likely that someone way down the chain of command has issued orders to their subordinate officers to capture and hold it.

3. For perfectly understandable reasons, sticking military assets in a building that's "shielded" (either by thousands of tonnes of concrete or with civilians - ideally both) is a reusable idea in this conflict. Ask Azov - they've used schools and hospitals and bomb-proof bunkers.

4. One incontrovertible fact about the Russian military chain of command is, covering your own ass and not questioning orders from a superior officer no matter how plain crazy those orders are is par for the course; in the West, "subject matter experts" actually can do things like advise a commanding officer when doing X is a really bad idea but it's never been a feature of Soviet military strategy.

5. Given where Russia's been pulling its conscripts and volunteers from, most of the grunts haven't got the faintest idea what really happened at Chernobyl in the 80s. They complied with orders at Chernobyl to overwork the people doing the safety systems monitoring, mess with the power to the cooling systems, and dig trenches in areas that are signposted IN RUSSIAN as highly radioactive. If we are charitable, we can assume that some of these grunts can't even read the Russian signs. If not, we must assume they're either total morons, or were too scared of their commanders to challenge an order that was tantamount to committing suicide.

6. Russian orders at Enerhodar appear to include storing combustible munitons and fuelled vehicles inside the complex, messing about with the connections to Ukrainian and Russian grids, interfering with the safety systems, and using artillery that's parked right next to the thing that ABSOLUTELY MUST NOT GO KABOOM. What could possibly go wrong?!

Still, the projected fallout cloud is going to drift north and west, so Putin can always consider that a bit of a win if it does go KABOOM. All that'll happen is, it'll hit all the parts of Ukraine that their rockets can't reach.

And that begs a much more difficult question to answer - why on earth would Zelenskyy WANT a nuclear accident that could send a cloud of radiation across central and western Ukraine, Moldova, Poland, the Baltics? If you think this is more plausible than a Russian instigated incident, then surely that implies Z wants the reinforcements coming in from eastern Europe, the arms and humanitarian aid also coming in from eastern Europe, the refugee camps currently in eastern Europe, and north of 20 million Ukrainian people who're currently in SAFER parts of the country than the conflict zone, exposed to radiation.

I'm sorry, but "Because it's what Soros, Biden and NATO wants" is about as plausible an answer to that as "Because the man in the moon is real and he's telling Z that they're all going to heaven."

No more implausible than it would have seemed ten years ago that a newly installed president of Ukraine would announce his intent to cleanse two million ethnic Russians from Donbass?

…and use Neo Nazis for eight years to attack the ethnic Russian provinces. As for the reactor, Vlad has shown much restraint, he could easily shut it down, turn it off, putting 30 percent of Ukraine in the dark. He has had the ability to destroy all of the Ukies power, but has chosen not to.

It is very clear to see Vlad still holds all the cards,

“And every city, road, electric line and phone system in the country. Every dam. Every dock.”

It was built by the Soviet Union. The Russian Federation did not build any of it. The U.S.S.R collapsed. Ukraine became an independent nation with every city, road, electric line and phone system in the country. Every dam. Every dock.
