and yes previous presidents have kept various documents for their presidential libraries, etc. They and the national archives have often butted heads about what they could keep and what needed to be returned. None of them have ever had their homes raided by the FIB because of it.
Yes, the power to classify, or declassify, is in the hands of the president. Voters have the ability to vote the president out if they don’t like their decisions and congress/senate can remove president with super majority in senate after impeachment. Those are the only checks on declassification/classified.
