Did you read the whole Amnesty International article? Amnesty states - 'International humanitarian law does not specifically ban parties to a conflict from basing themselves in schools that are not in session'. Amnesty still criticizes Ukraine because the schools are based in residential areas, which is silly. It means Ukrainians troops have to retreat from any village, town or city with people in it rather than defend it, because civilians may get hurt.

It means don't deliberately hide troops in prime civilian targets to use the civilians as human shield.
Saddam did that. The Taliban did that etc etc.
But if you use civilians as human shield, you shouldn't complain if the civilians get killed.
