It means don't deliberately hide troops in prime civilian targets to use the civilians as human shield.
Saddam did that. The Taliban did that etc etc.
But if you use civilians as human shield, you shouldn't complain if the civilians get killed.
Amnesty clearly states Ukrainian soldiers should move to 'nearby woods' to not 'endanger civilians'. This is silly. US defenders of Bastogne during WW2 would be accused of war crimes by Amnesty, because they did not move to the nearby woods and instead put civilians in harm’s way by "establishing bases and operating weapons systems in populated residential areas".
Viable alternatives were available that would not endanger civilians – such as military bases or densely wooded areas nearby, or other structures further away from residential areas
