Over the weekend, Houston's Democrat Mayor Sylvester Turner held a gun buyback event in a church parking lot where residents could turn in their firearms and receive a gift card ranging from $50 to $200 with no questions asked. According to the Mayor's announcement, the funds provided to those turning in firearms came from the American Rescue Plan — aka American taxpayers — and the amount-per-firearm was $50.00 for a non-functioning firearm, $100.00 for a rifle or shotgun, $150.00 for a handgun, and $200.00 for a fully automatic rifle.
Heralded as a success by the mayor and hyped up by the liberal Houston Chronicle, the event on Saturday saw 845 guns bought back and some $100,000 in gift card payments given. But the alleged success isn't exactly what it seems.
The FAQ section for the buyback noted that there's no limit on the number of firearms that could be turned in by an individual, nor was there any restriction on the types of handguns, as long as they're functioning. Enter some creative and apparently entrepreneurial individuals who saw an opening and decided to make some extra cash.

It is illegal to manufacture, build or print firearms with the intent to sell them without first obtaining a Type 07 Manufacturer’s License, and then the firearms must be serialized. Firearms manufactured for personal use and which have not been serialized are NOT transferable, neither may they be bought legally.
So the guy who manufactured and sold these ghost guns committed at least two crimes and the mayor’s agent at the buy-back committed at least one.

Anyone who uses the term, “buyback” in this context is a flaming moron. Why? How can you buy back something you never owned?
He did NOT "sell" them.
He "surrendered" them to law enforcement authorities and was "awarded" a gift card as a "thank-you."
The LEOs promised "No questions asked," so presumably, one could hand in a blood-stained, still-smoking revolver and the LEOs wouldn't be allowed to ask, "Did you just use this firearm to murder someone?"

I don’t buy this. It said the weapon must fire. 3D ain’t gonna produce a gun ready to fire right out of the box.
That’s the price of a tax stamp on a Form 4. I doubt they know what full auto really is.

What makes it even better is the guy was screaming like a girl.
When he finally gets caught and the video associated with him that’s something that’s gonna dog him for the rest of his days.
Like that kid who screamed like a girl when he tried to mug a former Seal (or somesuch) and was thrown to the ground and disarmed in one quick motion (that was captured on someone’s door cam).
Of course there’s no enumerated power for that federal statute, not any enumerated power for the federal to require any license to be in business or manufacture in general.
