States like KY, TN, WV seldom receive those grants because they have to fight for them against large states like CA. The people in small states take care of each other. The flooding we are seeing in KY is caused by dams being removed by the government to force independent self reliant people to move to the cities when they can’t rebuild. All they have to do is take away their homes & jobs. KY has been devastated twice in a year. Pray for them.
