That vote was all for cover for these vulnerable Democrats. They actually have zero intention of actually following through.

100% Correct, for years the dems and GOPe would vote to approve 1,000 new Border Patrol Agents and construction of the border wall. They would put it in their fundraising material and brag about it.
Then every year there was no funding in the budget for the allocation and nothing got done. This went on for 15 years like clockwork until 911 upset their apple cart and they had no choice.
