However, he clarified that, at this time, there is no official count of the unit's occupants.

The 94 migrants, who came from Guatemala, Honduras, and El Salvador, were placed under the care of National Migration Institute agents in Veracruz while the necessary deportation arrangements are finalized.

To me the ultimate source of this problem is the corruption of their own governments - which seems to be what Biden is trying to create here with a dumb and dependent population.
