Like everything else put out by this fake committee, Hawley “running” looks overly exaggerated. He may have sped a bit up to catch up with a colleague. When he’s going down the escalator, he is part of a large crowd doing the same thing. Maybe they were told to leave. They also claimed that Hawley’s upraised fist “riled up the crowd from which he then had to flee”.
