Following earlier reports in NRC, the Ministry of Finance has released calculations by officials about the consequences of nitrogen measures. According to the newspaper, this shows that in a targeted buyout, 11,200 farms may have to stop and 17,600 farmers have to partially reduce their livestock.
According to NRC, the documents show a clear political choice. The calculations would show a lower nitrogen could have been chosen for agriculture. That goal must be supplemented with the contribution of industry, aviation and other sectors...

As some have noted air is composed mostly of Nitrogen N2. What these communicators are mostly likely referring to are Nitrogen oxides - nitrates or nitrites - NOx. Or possibly including ammonia - NH4. All of which comes from fertilizers and fecal matter. The level of use and runoff can be altered by the methods of application and amount. I have no idea of their current practices, how much it can be reduced.
It’s the same ole GlobalClimateWarmingChange BS but in order to fix the nitrogen problem farmers have to stop fertilizing their fields or, preferably, stop farming.
They are already running farmers out of business in Europe on this basis thus the farmer protests in the Netherlands.
