Do it anyway. Have Israel and the other countries provide the funding. Use European companies to do the work. Leave the U.S. out of it entirely.
The EU is providing some funding (really loans) and (described in the links) there is another consortium of companies who want to raise money and build it.
The problem is Biden’s actions closed US and capital debt markets for the product (which is how the SEC gets involved), so the money has to be raised elsewhere.
And USA pipeline companies are the best in the world. They’ve all been threatened by Biden. So we’ll have to develop the skills domestically.
But, yes, it is looking more favorable.
