This is STILL a crime on federal books. Why aren’t these terrorists being arrested and tried? For the same reason why Antifa can riot with impunity in Portland: You have Democrat prosecutors (and federal Attorney General) deciding that they will not touch Leftists or other Democrat constituencies.

The protesters are not arrested because they are going after those that the Powers That Be want gone after. If you do not believe that go after Joe Biden's newest and wisest to the Supreme Court. See how quick your ass is in the cross bar hotel.
Since the people, in their Infinite Wisdom demanded that the Clinton Crime Cartel rule them, the purpose of the Law has been to control the sheep and punish the enemies of the rulers.

Because this activity is desired, and the leadership does nothing. Even Trump did nothing when Antifa and BLM rolled. He acted with a proclamation, but he never rolled forces. He could have done like Dems do, and brought out the FBI, ATF and used the NG. It is a simple act of calling it a National Emergency, and having the balls to enforce your will.
