What if the Russians ask for the return of San Francisco?
They never owned it. Russia claims extended in Northern California to Ft. Ross dozens of miles to the north of San Francisco (which was named Yerba Buena when the Spanish owned the area). The Spanish were set to go to war with Russia when Russian ships sailed into SF Bay, but the Spaniards couldn't get their cannons ready to fire in time. The Russians met and dined with the Spaniards, and said they had no interest in SF. The Spaniards were flabbergasted. Russians pulled out of the region after depleting seals and sea lions.
The Russians would certainly not want SF now.
