Your question has nothing to do with the situation in Ukraine, but the answer is simple, none of the Democrats or Republicans before Trump insisted that they pay their share. Why would some European government pay if they didn't have to?
Because it's the duty of a functioning government, one that receives taxes from its citizens, to provide for a defense of their nation.
