I don't trust Shadow Stats either. They merely blow up the bottom graph to get the new one. A graph with real numbers would have random errors so the top and the bottom would not quite match up.

Obviously the Government cooks the numbers to minimize the rate. In the real world people cut back on spending in bad times. The one thing they can't cut back on very far is food . This why it is not counted by the fakers: it comes too close to the actual value.
