    The use of mercenaries is not inherently illicit in and of itself (because not all mercs are equal); however, under modern laws relating to warfare (such as they are), they have fewer protections with regards to POW status and the like.
If the cause (or the paycheck) is enough for them to take that risk, then that’s on them if it turns out poorly.
