No I am not. We develop precise weapons specifically to maximize effectiveness and minimize fratricide. There have been cases where we put our own on trial for war crimes, the famous Lt Calley and mai lai being the most notorious.

Before precision munitions, civilian losses were expected. Today, they are and should be the exception.

The soft targets we hit during the Second World War were hit as a matter of strategy; our intent was to burn cities to the ground.

Is it possible we've developed a collective conscience since then? Maybe.
