Norway has the highest rate per capita of deaths from mass shootings.
1: Norway 1.888 per million
11: USA 0.089 per million
Since the article didn’t say, that is a distinct possibility.

Well, quick search indicated Norway ranks in top 10 countries for gun ownership. Hunting and sport shooting are popular. You do need a permit even for a long gun, so gun ownership is controlled but Norway is far from being a place where guns are outlawed.
Reports say shooter ‘is known to police’, mid-east type from what I read. Police are searching for a motive.

Many Democrats have repeatedly assured us that mass shootings only happen here in America.

From regional reporting....the guy (Iranian) has been on a watch list since 2015. He has multiple entries for drug-trafficking (his primary occupation) and assault. Far as I can tell...doesn’t appear that he ever spent more than a couple of weeks in jail for any offense.
Key thing, his mother said it clearly....for more than a decade, the guy has been a paranoid schizophrenic....self-medicating more or less.
He’ll be classified as a nutcase, and sent off to a facililty...no charges, I think will be supported in court.
If the Norwegian cops there were to open up all criminal records and review people for schizophrenia, there would be a minimum of 500 people who ought to be locked up.
Was he a Muslim too?
He uttered ‘Allah Akbar’ at the very beginning of the shooting (first bar). Since 2015, he’s been on a national watch-list, and via comments by the police....he’s been interviewed on threat allegations several times. These allegations were noted on some record, but never went anywhere.
Part of this issue...his chief crimes were always drug-trafficking. I don’t think he ever made a legit ‘dime’ ever...from honest work (based on social media commentary there).
In the end, you had some migrant who had schizophrenic problems....probably self-medicated a lot, and bought off on Islam solving his problems. Norwegians just kept thinking he was reasonably ‘safe’ and kept delaying the logical answer...house him permanently in a facility.
