Ukrainian forces in Severodonetsk have been ordered to withdraw, according to the top regional official.
The city is the focus of Russia's invasion as it tries to take control of large parts of eastern Ukraine.
"Remaining in positions that have been relentlessly shelled for months just doesn't make sense," Luhansk regional head Serhiy Haidai said.
Russian forces have nearly encircled Severodonetsk in recent days, and are now targeting its twin city Lysychansk.
"They have received orders to retreat to new positions... and from there continue their operations," Mr Haidai told Ukrainian television on Friday morning.

As a result of successful offensive operations by a group of Russian troops in the Lugansk direction, the settlements of Loskutovka, Podlesnoe, Mirnaya Dolina, Shchebkarier, Vrubovka, Nyrkovo, Nikolaevka, Novoivanovka, Ustinovka and Rai-Aleksandrovka were liberated in five days.
◽️In the area of the settlements of Gorskoye and Zolote, a grouping of Ukrainian troops was completely blocked.
◽️Four battalions are surrounded in the next, now “Gorsky” pocket : the 3rd mechanized battalion of the 24th mechanized brigade, the 15th mountain assault battalion of the 128th mountain assault brigade, the 42nd motorized infantry battalion of the 57th motorized infantry brigade , the 70th battalion of the 101st territorial defense brigade, as well as the brigade artillery group of the 57th motorized infantry brigade, the formation of the Nazis “Right Sector” and a detachment of foreign mercenaries.
📊 In total , up to two thousand people are now blocked in the “Gorsky cauldron” : about 1800 military personnel, 120 Nazis of the “Right Sector”, up to 80 foreign mercenaries; as well as more than 40 units of armored combat vehicles and about 80 guns and mortars.
◽️In the last 24 hours alone, 41 servicemen in this area gave up resistance and voluntarily surrendered .
◽️According to the prisoners, the encircled Ukrainian group is exhausted. The staffing of units with personnel is less than 40% . Management of units by the higher Ukrainian command is lost. The supply of weapons, ammunition, fuel and other materiel has been completely stopped.
◽️Russian troops are squeezing the ring of the “Mountain Cauldron”, inflicting continuous fire damage on the enemy. During yesterday , half of the settlement Zolote was taken under control .
