It adds a serious deterrent effect. Which if you think about it is the perfect/best possible situation. It never even happens.

Bottom line: these are scenarios where time is of essence usually (like CPR) and it is IMPOSSIBLE for police to be everywhere or react that quickly.

Likewise, if you want a rapid or even immediate response as it starts, you need to have these assets/capabilities distributed throughout the school so that a large area is covered most of the time. Like an AED defibrillator, if they are distributed throughout, the odds are that one is close when someone needs one. The idea of police handling this issue was and is absurd. Like the TSA, they serve the purpose of showing action (politicians and bureaucrats grandstanding) but accomplish little in regards to these situations (most of the time).

Albeit police play a major role in the fix: selection and training of the volunteers, developing a plan, ensuring local police are in close coordination with the school (also avoid blue on blue). This would also make the police far more effective in such a scenario. Instead of rolling up on a completely unknown situation, you now have an intel read, maybe a clear route in... Police can't just show up and charge in (that would end in a cluster...). But if you have someone on the inside that is radioing back useful information for the police, example: that there is only one shooter, male, wearing XYZ, he's on the second floor east side of the building, armed with XYZ, then things go a lot faster!

Even if school staff cannot prevent or stop a shooter, they can in MOST cases surely contain/limit the damage. Instead of 22 dead, you might only end up with 5 dead. Often, resistance will cause some sort of backing off by the shooter (self preservation is usually still present). That's a hard pill to swallow and of course deterrence is best, but even in a worst case scenario, it will still usually limit the extent of the damage because you can react almost immediately.

So the only practical/realistic option is that you need to have select personnel at the school which are trained and have some plans on how to handle various scenarios working hand in glove with the police/sheriff.
