According to the testimony given, Arredondo deliberately held back multiple SWAT teams. One Uvalde officer actually did press forward against orders to assault in, because it was his wife in the room.
Other Uvalde officers detained him, took his gun away and kicked him out.

I live in a city with around 25,000, and I don’t think we have a SWAT team
My town is to small to have a police department and the best response time I could expect from the county Sheriff is at least 45 minutes to an hour.
Fortunately for my wife and I, Messrs. Colt, Remington and Springfield are readily available within seconds.
It’s not incompetency IMO.
It’s interesting that this happened right when more gun legislation was up and coming.
Beyond coincidental, and IMO, inexcusably evil, because it was so handled as to have to been deliberate. Nothing could have been that coincidentally incompetent, have failed on so many levels.
Maybe it’s time for your police department to start getting SWAT training even if you don’t have an official team. Uvalde County (not just the city) has a population of less than 25,000 people.
If it happened there, it can happen to your city.
And it’s going to be getting more common as time goes on.

If they have a department SOP that tells them how to respond to an A five Shooter event and they didn’t follow the SOP, they might be in trouble.
Ha I guess trained folks in that stiff, these days officers are trained in what they call, single officer response. If you’re the only cop there and you hear gunshots, you go in and hope help arrives fast.
If there’s no gunfire, you wait for at least one other officer an you both go in and hope that help gets there fast.

Lots of places will have a “joint team”’due to manpower considerations.
If they had an SOP, it’s probably been deleted since. It’s a school district police force, so highly political in that sphere.
Additionally, how long before we are informed that the Uvalde CISD PD has investigated itself and they found they did nothing wrong per their SOP? Which in practice gets them out of many qualified immunity and sovereign immunity cases.

Even if the SOP vanishes, officers training records will show otherwise. And if I’m not mistaken, the agency hosted an active shooter class a few weeks prior.

In contrast to the response at Sandy Hook where the police response was amazing. An officer showed up about 2 minutes after the 911 call was received at 9:35. Police entered the building and discovered Adam Lanza dead of a self-inflicted gunshot at about 9:40.

Donut Operator is the screen name of a retired South Carolina police officer who runs a YouTube channel that’s generally about police shootings, law enforcement matters, firearms, etc., etc. Any time there’s a high profile police shooting, he will do a review and break down video footage to explain it from a cop’s point of view. It’s not always complimentary about the officer or incident in question.
He did a stream on YouTube today where he rebroadcast the Texas Senate hearings on the investigation and he provided explanations and interpretations as well as commentary/criticism of the actions in Uvalde. It was not at all complimentary for Uvalde officers.
