The oil situation confuses me. Is America selling some of its oil on the global market to the highest bidder, which causes the high domestic prices?

Especially if you haven’t approved any new refineries in a long time, and the old ones are due for some serious revamping, but there held up in environmental reviews that go on forever. Plus the refinery has to be matched up with the incoming oil type. It ain’t as easy as playing civilization on your laptop.
