(a) Notwithstanding any other law, a person shall not be subject to civil or criminal liability or penalty, or otherwise deprived of their rights under this article, based on their actions or omissions with respect to their pregnancy or actual, potential, or alleged pregnancy outcome, including miscarriage, stillbirth, or abortion, or perinatal death due causes that occurred in utero.
It does not allow killing of live born babies. It is bad in so many other ways that the killing live, born babies becomes a distraction from all the other issues. And the perinatal clause is BAD, but it doesn't say what people are claiming.
The catch is there is no way to investigate whether it happen in utero or after birth
