Since executive orders apply only to the executive branch, I don’t know what the crime boss impostor thinks he can accomplish.
In MSM-land, a Dem POTUS can do anything by EO. Conversely, a GOP POTUS can do nothign by EO.

The USA has a corporate overlay. The ‘president’ is CEO of the corporation. ‘laws’ are merely corporate bylaws. In this environment, EO’s have no limits.
This is why the Constitution has been trampled on.... legally, all these years. This is why the 19 enumerated powers listed in Art 1 Section 8 have been expanded to many thousands of powers. Legally.

What a doofus. The Supreme Court isn't "outlawing" abortion. It's just letting the States decide what abortion laws they want.
Biden is the most divisive President this country has ever seen. He'll say anything to get his base fired up regardless of the consequences.

True rule by Decree. There is no faint hint of Constitutional authorization for this action. If he makes it several, at least, governors and their state governments had better defy it. If they don’t because they think it too strong a reaction it won’t matter because a successful Decree will be the turning point after which Congress and Courts will cease to have any influence on governance. If we wait for the Court it will be rapidly too late.
