This isn’t about chips. This is about every cloud provider shutting down routes to Russian address spaces. Everything we rely upon in modern technology requires a server on the backend. When all of those endpoints suddenly stop responding, you’re plunging the system into the dark ages.
Chips are a very small part of what constitutes a server, farm, datacenter, etc.

And just where would those chips come from? There has been a shortage around the world for well over a year. Russia is not in any worse shape then we are. In fact, they have something we don't. Their own manufacturing capabilities.
