Because he's a disingenuous asshole. He says one thing publicly, then sticks the knife in your back. Those same military members he claims he wants to be able to carry, are the same people he will be targeting when he joins Democrats on creating Red Flag Laws. If an 18 year old can enlist in the military, be issued a weapon, and die for their country, but can't own a personal weapon until the age of 21, then maybe the enlistment age needs to be changed to 21, and the voting age returned to 21, as it originally was when I first voted. Democrats and Rinos like Graham will work together to come up with some form of gun control. Don't be fooled by Graham's comments. He's a lying sack of shit.
