It would take a courageous student-athlete to stand up to an institution like UPenn when you're so close to the Brass Ring (and Ivy League diploma that can set you up for life). Plus these kids have probably witnessed all kinds of small-scale rebellions where kids they know have gone up against the schools they have attended and lost. Easy for their parents (probably making a huge financial sacrifices to pay that Penn tuition) to persuade their kids to just shut up & go along.
In normal nobody outside the families of the competitors would give a crap about women’s sports.

All girls should line up for the swim meet and when the whistle is blown, just stand and cheer for the guy. Then say, hey I supported him. He was so awesome I couldn’t stand to compete against him. If nobody from either team will swim against him, the emperors clothes will be exposed as fake.

Already happens. Male (yes, a guy, not a real woman) wrestlers were one of the first pack of loons doing this BS.
He (yes, not a she) pinned every opponent with little difficulty. Of course, his denser muscle mass is never altered by any hormone treatment.
Like with all other examples, this is a loser or at best mediocre jock who stooped to lying in order to get a trophy. His parents must be so proud.
The women should pin him down in the locker room and remove the inappropriate part.
