I have been wondering how a highschool dropout afforded two thousand dollars worth of equipment and how he knew how to use it.
Trying to get the killer to surrender, thus getting in to save bleeding children sooner, sounds worth a call. Even unanswered calls might create a distraction/noise while the janitor unlocks the door prior to someone with guts rushing in/killing him.

There is something really fishy about this whole episode. Lying. Repeatedly changing accounts. Something real unsettling about all this.
I was immediately suspicious when it was reported so many kids died and no cops did. At the root of all this is almost certainly politically correct rot in the department and the belief among some LEO that their “job” is to protect and serve themselves.

Wounded, innocent children might bleed out quickly. Attempting to "negotiate" (foolish on the face of it) works directly against their survival.
Not enough has been made on the critical point, that wounded, innocent children might bleed out too quickly for anything but a rapid response by motivated, competent law enforcement.

How about frantically wading right in to the situation with a loaded piece instead?

Don’t underestimate the fact that the shooter, as a Hispanic, was a person of color. Only God knows how many hours of diversity training the LEO’s had to go through to make sure they used kid gloves with POC even when lives are at stake.
