You might have a point. The captured Irish rebels from the Easter Rebellion of 1916 didn’t have a whole lot of support from the public. Then the British executed fourteen of them, and that changed everything.
A bad move ? What move were you expecting ? Russia is no different from a third world banana republic but with a lot of oil wealth. They can claim anything they want… and do whatever they want with their pow’s. They are not subject to any rules or conventions.
