When I first saw a picture of Ramos, my impression was he looked "effeminate" for an 18 year old male. Later, a Twitter post intimated that he was on "hormone replacement therapy". A bit later, pictures of Ramos dressed in female clothing (selfies) appeared.

My take is Ramos was a misfit in his culturally "macho" hispanic community. He was a "tranny" engaged in hormone therapy to look more "female". The "bullying" was a result of being a misfit in his cultural community. The arrival of his 18th birthday provided an outlet for revenge on his "tormentors". He legally purchased two AR-15 rifles two days after his 18th birthday. He also purchased body armor. He went prepared to exact revenge on his "community".

I don’t know if the bullying as a young child would have been the result of feminine tendencies but do-it-yourself hormone replacement therapy is still very much in the realm of speculation.
