They are going to frame the law so they can go after just about any American for nearly any reason.
It will keep safe Senators about that is about it.
If the defendant is in the U.S., there is no need for extradition.
But yeah, it still is pushing the line of law and that sucks.

If the person committed crimes in Norway.
Norway wants to arrest him.
He vacations in US, and is captured, he is extradited and Prosecuted in Norway.
Now, the trial and incarceration will be in the US - for crimes committed in Norway.
And, for anyone that pays attention, this will be expanded. What Govt program / Bureau / Division isn’t expanded.
