No, no, no, this is too little, too late.
Lockdown the city entirely. 2 weeks. No one leaves their home: that includes Dr’s, food deliveries, trash pickup, etc. EVERYTHING and EVERYONE.
If possible, hold your breath too.
Anyone going out on the street, or even peeking thru a window or a hallway is to be shot. Leave them to die.
After about a week, there will be no more flu. Let it be as-is for all summer. Even if a drone flies over shoot it on landing. Satellite checking only.
Sell the city back to the Indians — either bunch.
