I guess thinking there would be some kind of safety in "high-end shopping" expresses a certain world view.
Where I live, "high end shopping" is at least 100 miles away, which appeals to people who value peace and quiet, which is strongly associated with safety.
Low end shopping is 7 miles away from me.
