In 2021, Ukraine’s accession to NATO was rejected. In fact, until Putin’s invasion, there were no American military troops in NATO countries that joined after 1997. No offensive missiles, forget about nuclear missiles, were in NATO countries that joined after 1997, forget about plans for Ukraine.
Europe isn't Cuba, and no one other than Russia is talking about stationing nuclear weapons in former Soviet states, or Northern Europe. The only nation putting nukes in the baltics is Russia. Kaliningrad is "Cuba", a detached "island" in the heart of Europe. Neither Finland nor Sweden have suggested stationing nuclear weapons on their soil. But with Russian nuclear weapons in St Petersburg and Kaliningrad, who could blame the Nordic and Baltic states if they DID want their own nuclear weapons?
