A few states banned abortion in all cases (including hardship cases like rape, life of mother, incest). The idea is they thought it was easier to challenge Roe and Casey at the SCOTUS level on the basis of the personhood of the baby. The personhood argument is watered down if you say it's okay to abort for hardship cases, so ban abortion altogether to make the case that the baby is important enough to not be aborted.
A few of the vocal proponents in each state for this strategy said they'll through back in the hardship case allowance if Row/Casey is overturned.
