Yes, I think so. This was early October, before the election. I see no logic in making a statement like that, especially at that time.
I even doubt that his ‘handlers’ would have told Biden all the specifics of the ‘fix’. They knew by then that he was mentally deficient and his public utterances could go all over the place.
On the other hand, he could have known everything, and it could have been an unconscious statement of fact that he didn’t mean to express. But whether it was an unconscious slip or typical of his constant misspeaking, I don’t think he intended to say it.

Yes, saying what he said made no logical strategic sense and I can see his handlers turning white and almost passing out when he said it.
We know there was no massive anti-fraud organization (or it would have been used to say this was the most secure election ever and endlessly cited by media and fact checkers) so I think the mis-speak excuse can be ruled out.
What’s left? Well, I see him shaking hands with the air... embarrassing himself at the Vatican, reminding himself to “salute the Marine”. I see him mistaking the VP for his wife, forgetting he’s president, and the list goes on...
I could be wrong, but I don’t think its far fetched to conclude he simply let the plan go. Said the quiet part out loud.
