In terms of selling his plans to the public, it mattered a lot that Lincoln could point to the Confederate military attack on Fort Sumter (April 12, 1861), and soon after, their declaration of War on the United States (May 6, 1861).
Everyone at the time -- Northerner or Southerner -- understood those meant war.
