Two Portland women are at a loss for words over how quickly a man accused of exposing himself to a 12-year-old got out of jail.
Bill Glenn Fomonyuy, is back behind bars on an unrelated burglary charge, this time without bail.
However, the current system that allowed his release is under scrutiny and will see major changes over the next 12 months.
Tami Perkins and Kathi Gibson said their nightmare started the morning of March 28, when Tami said she saw a man jump her neighbor’s fence as her niece was walking up to her neighbor’s house. She went to see who it was and was shocked.
“That’s not what I was expecting to see when I saw somebody I didn't know, jump my neighbor's fence that I do know,” Perkins said. “That was enough to think something is not right, but I didn't know I was going to see him cornering her on the porch asking her for sex, and she's 12 years old."

Officers tracked Fomonyuy down the same day and charged him with luring a minor, coercion, and public indecency.
“It was a little relief to hear that he was caught,” Perkins said.
However, a release officer let Fomonyuy out of jail the same day with only a promise to return to face charges in court two days later. KATU was there; Fomonyuy was not.
