So? They still have to have the resolve and commitment to fight or they’d be wholly ineffectual. Resolve and good weaponry are pretty effective.
In Japan in WWII the entire Japanese population was involved in the war effort, one way or the other. They had the resolve, but not the armaments to continue fighting. The nukes on Hiroshima and Nagasaki broke their resolve.
Maybe it will take Russian nukes against Ukraine to break Ukrainian resolve. Or, maybe it will escalate to something no one really wants, but has to deal with, nonetheless.
