There is much truth in that. But give some credit to the Ukrainians; without their commitment and resolve to fight for their country all that hardware is just waiting for the rust. Example: See Afghanistan.
Military Service is not voluntary in Ukraine. Men that tried to leave with their families were pulled out of line and became instant soldiers.
