Nope - we gave our antiquated Stingers away without:
1) having invested in a newer design
2) having selected a replacement
3) having the production capacity to produce the existing stingers
4) having the production capacity to produce the replacement
5) having the ability to convert other missiles as a stopgap
So yeah, another BRILLIANT decision by Biden
