In order to achieve that goal they would need to reach a high threshold of purity. When that happens the signature of the plutonium is emitted through the earth. It cannot be hid.
Each reactor/process has its own signature. It is likely that labs in Europe, Russia, and Israel would know this was achieved before the scientists could pick up the phone to call their bosses.
And it is likely, that jets from Tel Aviv would be in the air before the Ayatollahs would be able to pop the champagne.
US agreement or not...Israel is never, ever, ever going to let them manufacture a working bomb.
