    ...aren’t fully automatic rifles illegal without a great deal of licensing. I can’t imagine that a criminal would be willing to break the law and acquire one.

    Most police departments don’t use automatic weapons.
Obviously it’s possible to manufacture the parts for making an AR15 full auto. Of course, the other parts aren’t designed for for, so good luck gphaving it not melt on you.

    He must be a lousy shot? He was set up on a tripod and no one was killed out of 200 rounds? I wonder the amount of time between 1st shot fired and police busting through the door.

    He must be a lousy shot? A fully automatic rifle is quite hard to use on full auto and accuracy suffers. If setup is done properly, they can be quite accurate. 
 In this instance, that is unlikely. It is just as unlikely that these were fully automatic rifles.
