Everyone has their #. Russia possesses no high tech industries and no high tech communications electronics. Russian soldiers have been seen communicating with cellular phones and walkie talkies. Both are extremely bad ideas as anyone in the military will tell you. Hideously unsecure.
Even amateurs in other countries are picking up messages and passing them on to Ukraine’s forces.

You are probably correct in your analysis. That mans wife’s experience sounds horrible.
They do but the NCO corps is very weak. A conscript, after two years of hazing ("dedovschina"), is usually anxious to get out. Only about 5% elect to voluntarily enlist.
The Russian NCO corps consist mostly of senior privates, those with one year of service under their belt. A well qualified NCO takes several years to develop - a couple of years to become proficient as a soldier, to learn military leadership principles and how to effectively handle people and then place it all into practice.
By two years most Russians are eager to leave the service so their NCO corps is very lacking. Russian junior officers serve most of the purposes that NCOs serve in western armies.

I read once that a percentage of each year’s conscripts are taken for three years instead of the usual two and earmarked for NCOs.

I am not familiar enough with their system to speak to that 3-year conscript thing. I do not think they would induct folks for an extra year without knowing if they would actually be effective as NCOs. I do know that they are trying to develop NCOs professionally and have created NCO courses to address the problem. If they are contract soldiers (enlistees, not draftees) then you would likely have a better pool of candidates and that is probably who they select to go to the NCO schools.
At this rate they’ll be posting help wanted ads on Craigslist.
