What happens in France happens in Belgium and vice versa.
Our two countries are very close, in good and bad ideas.
Here it is not a question of value judgment on the rationing which would be good or bad.
In reality it is inevitable because we are entering the era of structural scarcity.

There’s always a reason for making the folks miserable. The left always concocts a crisis which they use as an excuse to worsen the lives of the public. Covid was good for two years. Before Covid could wane they rushed to create the Ukraine crisis.

Are they blaming preppers?
I think not blaming preppers, but rather opportunists who are over buying necessities (like oil, flour, eggs, butter, etc.)
USA imports almost no sunflower oil. Way too early for an actual oil shortage to show up. Shortage is far more likely to be shortage of packaging material and transportation employees. Increased world demand will drive price way up however.
